Fragmented standards force producers to manufacture separate product variants for each market, raising production costs and complicating logistics. This duplication undermines the business case for investment in new heating technologies at a critical moment for the transition away from fossil fuels.
The Federation of Master Builders and industry bodies supporting the manufacturers argue that harmonisation would streamline supply chains, reduce costs for installers and end-users, and free capital for innovation. The Government has not yet committed to the proposal, despite consultation feedback pointing to regulatory divergence as a barrier to scaling heat pump and alternative heating solutions.
